1.1.3. The evaluation team

This assignment was committed to ACE Europe. Stan Bartholomeeussen and Geert Phlix from ACE Europe, in consultation with Carolien Aantjes (independent consultant of The Netherlands) and Ludo Welffens (independent Belgian consultant) formed the core group for this evaluation. They were supported by local consultants in each of the countries they visited. The CVs were added in annexe to the inception report and can be requested. In annex 5, a detailed presentation of the consultants is added.

The following activities were undertaken to prepare this evaluation report:

  Study of policy documents of the five CFAs
  
• 
  Interviews with staff of the five CFAs: HIV/AIDS officers, programme/country officers, staff responsible for gender and for the follow up of evaluations
  
• 
  Meeting with Joanne Harnemeijer (ETC Crystal)
  
• 
  Meetings within the team of consultants
  
• 
  Elaboration of a portfolio of HIV/AIDS related projects of the five CFAs
  
• 
  Financial analyses of the HIV/AIDS work of each of the 5 CFAs
  
• 
  Visit of counterparts in 4 countries (South Africa, Malawi, Zimbabwe, and India that received to evaluation teams)
  
• 
  Drafting of 4 country reports (available on request)
  
• 
  Drafting of 5 organisation reports (available on request)
  
• 
  Drafting of the present synthetic report
