4.3.1.1.The counterparts offer a comprehensive package of HIV/AIDS services geared to the needs of the defined target groups

To assess this judgement criterion the evaluators have tried to analyse to what extent effective, efficient and sustainable activities have been implemented in relation to prevention, treatment and care (including support to OVCs and impact mitigation).

The evaluation team visited 17 AIDS-specific organisations. The following table gives an overview of the activities these organisations are involved in.
