A more pro-active dialogue with counterparts on HIV/AIDS is needed and is also in compliance with the future co-financing system. The framework agreement for the new co-financing system 2007-2010 by the Dutch Development Cooperation ministry, stipulates that counterparts in the South request from the CFA (beyond funding) more and more specialised knowledge, advice and strategic orientation. This requires a more pro-active and differentiated role of the CFA. This qualitative and more demanding way to implement the concept of ‘partnership’, should be seen in a long term perspective whereby a clear division of labour and responsibilities have been agreed on.
Challenges:

The CFAs will have to reflect on the dilemma regarding the burden of programme officers. On the one hand more intensive investment of programme officers in the partnership relation is demanded, on the other hand programme officers are confronted with time constraints and the result oriented framework.

There is a need for some innovative thinking on the concept of ‘sustainability’ in the context of HIV/AIDS. A new paradigm might result from integrating the urgency and scale of the humanitarian paradigm with the qualitative and long-term processes of the development paradigm. Such a new paradigm might break a lot of classical rules and regulations that are now used for the HIV/AIDS issue as a ‘cross cutting’ topic, but will change once HIV/AIDS is viewed in a totally different way.
