"The SAE/LTE system shall provide effective means to limit mobility related signalling during inter-RAT cell-reselection in LTE_IDLE state. For example, with similar performance to that of the "Selective RA Update procedure" defined in TS 23.060." Since then, several companies have actively contributed on this topic. However, these contributions have highlighted some lack of completeness and/or ambiguity in the requirements. This document proposes some updates to the requirements to clarify/complete them and hence to permit the technical work to progress.
