In its efforts to facilitate the development of small enterprises to enter and compete in the export markets the Department appointed a service provider who developed an Export Readiness Methodology (a step by step guide which outlines the requirements of participating in export markets) which was thereafter implemented.

Progress on this target was hampered largely due to delays in the procurement process as well as due to the fact that some of the targeted countries for export linkages were polarized by conflict e.g. Egypt.
