Proposes to use a spatial region segmentation similar to quantization groups for enabling/disabling quantization scaling lists.

Both O0237 and O0270 propose turning off the scaling list for certain parts of the picture. In case of O0270, the scaling lists may be disabled for an entire slice. O0237 proposes finer granularity (similar to quantization groups).
It was remarked that one way to disable scaling is to use flat matrices for certain transform block size – particularly small sizes, since they don't have much frequency selectivity anyway.
