Some corrections were needed and this was further discussed off-line and revised in TD S2 160832 which was reviewed and approved.

Abstract: Summary of change: This CR:
- Introduces SCEF connectivity service
- Models SCEF connectivity setup during ATTACH similar to PDN connectivity service
(new PDN-Type = SCEF)
- 'SCEF Address in use' field added to bearer context such that during Inter-RAT / system mobility
non-supported EBI can be dropped for SCEF Connectivity service
- Adds External-Identifier(s) on S6a. Together w/ EBI it is used to identify the SCEF Connectivity Service
for a given UE.
- Removes SCEF Connectivity Service during detach.
