Discussion and conclusion:

The use of 'other PLMN' should be clarified or the term defined in order to use it. This was left for further off-line discussion and revised in TD S2 160555. This was later withdrawn.

There were a number of issues raised and it was decided to leave this for further consideration and the CR was noted.
