Use will to show you have decided to do something at that moment. You decide to do this as you speak. The contracted ‘ll is usually used in these situatons. Do not use ‘ll in short answers.
I will always love you. I’ll give you my homeworktomorrow, I promise! A: Remember, this is top secret. B: I won’t tell anybody. You can count on me.	Use will to make a serious promise.

In this case, Marta uses is going to because there are already plans for her son to attend the university.
