Accomplished

The State Program regarding Emergency Health Care Services Development for 2006-2010 was approved by the Government Decision No. 564 from 22nd May 2006. It presents concrete measures that should be undertaken in order to improve the quality of emergency health care at the pre-hospital stage, especially for people from rural areas.

The Emergency Health Care Service serves population within a ray of up to 25km, which allows to reach the most remote area in 15 minutes (according to the prevision of the Guide of cardio-respiratory and cerebral resuscitation, approved by the ILCOR 2005 and the European Council of Resuscitation).

In order to ensure the access of general population to the emergency health care services, 10 additional Emergency Health Care Units have been opened.

45 transportation units provided with modern equipment were procured.

All the transport units have been labeled according to the international standards.

Rural Emergency Health Care Substations and Units have been renovated.

According to the international standards, medical staff was provided with special winter-summer dress.

The necessary equipment for establishing the operative communication network was procured. This fact allows an electronic registration of population’s calls, as well as distance consultations of difficult clinical cases from remote areas.

The Monitoring, Evaluation and Integration Service was established at the National Scientific and Applied Center of Emergency Medicine.

The Reanimation Department with a capacity of 23 beds was renovated at the National Scientific and Applied Center of Emergency Medicine.

All Regional Emergency Health Care Stations (REHCS) were evaluated and accredited:

- Northern REHCS (May 13-15, 2007)

- Central REHCS (July 09-11, 2007)

- Southern REHCS (August 23, 2007);

- Gagauz REHCS (August 29, 2007).

At the State Medical and Pharmaceutical University „Nicolae Testemitanu”, Medical Emergencies and Disasters Chair organized training courses for 200 doctors and 230 physician assistants; 76 physicians and 135 physician assistants passed the attestation for different professional categories.








Health services autonomy, especially for hospitals

Accomplished

As result of the implemented health reforms, hospitals became legal entities, which negotiate individual contracts with the National Health Insurance Company. The World Bank experts also mentioned hospitals autonomy as a positive achievement. (The World Bank Health Policy Note, 26 July, 2006).

To increase hospitals autonomy, Ministry of Health have requested European Commission to provide technical assistance, in the framework of the TAIEX instrument, in order to organize a seminar with participation of the EU member states experts.








Monitoring of the mandatory health insurance implementation
Improve the training standards in general practice for health professionals with graduate and undergraduate education

Accomplished

Monitoring of mandatory health insurance implementation is done by the Ministry of Health and the National Health Insurance Company, which through a common Decree Nr. 389/204-A of 27 January 2004, approved 7 medical evidence forms and 8 reports, which need to be reported by public health care institutions. Thus, it is collected information about the number of insured persons, mandatory health insurance funds, the accuracy of calculating and transferring health insurance premium, the amount of expenditures on health care services, the accuracy spending health insurance funds by health care institutions, fulfillment of the contract obligations by providers, the level of patients satisfaction with offered services (through anonymous surveys), medical experts’ activities in territorial agency, etc.


Accomplished

In context of the Bologna process, the State Medical and Pharmaceutical University „Nicolae Testemitanu” implements a project of introducing the European System of Transferable Academic Credits, which will strengthen cooperation between the universities.

The State Medical and Pharmaceutical University „Nicolae Testemitanu” was accredited by the International Conference of Francophone Medical Department Deans.

The quality of education offered by the State Medical and Pharmaceutical University „Nicolae Testemitanu” was highly appreciated at the European level by awarding the Socrates International Premium (Oxford, 19 February 2007).

In the framework of postgraduate master training courses, the School of Public Health of the State Medical and Pharmaceutical University „Nicolae Testemitanu” uses distance learning methods. Medical education institutions (university and colleges) use information technologies during the education process, as well as examination by tests.

A German expert visited the National College of Medicine and Pharmacy and evaluated the study standards for nurses and physician assistants and proposed well-defined actions for adjusting the above-mentioned standards to European requirements. New study standards are being drafted and will be presented for international evaluation.
