AB - ABSTRACT: Six volcanologists and three tourists were killed in the crater of Galeras Volcano, Colombia, when it erupted without warning. The scientists were attending the United Nations International Decade for Natural Disaster Reduction Workshop which had been convened to improve monitoring, research and disaster mitigation at Galeras, at the time the most active and one of the most hazardous volcanoes in South America. Information on the events surrounding the eruption was obtained by sending a questionnaire to twelve scientists who had been inside the caldera at the time of the eruption or who had assisted in the search and rescue operation. The autopsy reports on the five corpses, and the few pieces of equipment and clothing retrieved from the crater area, were also studied. The main causes of death and injury were the forces at the eruptive vent and the bombardment by hot rocks ejected in the first 15 min of the eruption, ranging from blocks over 1 m in size to pea-sized lapilli which fell last. Some conclusions can be drawn for the future safety of volcanologists working in craters at high altitude. Hard hats would protect against concussion from blows to the head during escape from the danger area, and a lightweight, heat-resistant and water-repellent coverall would limit the skin burns and the risk of clothing being ignited from contact with incandescent, falling ejecta. The coverall could also be life saving by protecting immobilised casualties from hypothermia due to the rain and wind whilst waiting to be rescued, especially as the volcanic activity, cloud cover or nightfall could curtail rescue efforts. Work in hazardous craters should be strictly limited to essential tasks and periods of good visibility, and a climbing team should leave the area at least four hours before nightfall in case rescue is needed. Tourists must be warned against visiting active crater areas.

AB - ABSTRACT: This paper presents a summary of the institutional management of the volcanic hazard and risk in the areas that surround Galeras volcano, Colombia, during its recent activity. The social and economic problems discussed have stemmed from difficulties in forecasting the behavior of the volcano and the inadequate management of the warnings by various government bodies and the media. The Galeras situation had economic, social, and psychological effects that contributed to resistance in implementing mitigation measures. Furthermore, the political authorities were reluctant to accept the volcanic risk. At regional and local levels, certain business organizations and a large part of the population also were inadequately prepared to accept the risk, despite the effort and insistence at the national level to implement a volcano emergency preparedness plan.

AB - ABSTRACT: Short-term prediction in volcanology, i.e., the reliable estimation of (1) an appropriate time window during which an eruption can take place and (2) the kind and magnitude of the eruption expected, needs to be examined, focusing research interest on physical aspects of volcanic activity. The problem consists of deducing the internal structure of the volcanic complex and the dynamic properties of the fluids involved from the associated physical and physico-chemical phenomena observed during the pre-eruptive phase. Geological and petrological investigations, as well as the analysis of volcanic gases, represent substantial sources of information in accomplishing this task, but they are not substitutes for physical examination. To solve this problem, adequate observations and experiments should be performed. Today's geophysical approach in the investigation of volcanic activity allows at best the reconstruction of the internal structure of the volcanic complex. Methods to detect and to quantify the dynamics of the processes suspected of triggering eruptive activity are practically nonexistent. In solving the short-term prediction problem through the understanding of processes triggering volcanic eruptions, the estimation of the state of the fluid system represents a crucial point. In order to improve our knowledge of the dynamical properties of the underlying fluid system, the comprehension of seismic-source mechanisms is of paramount significance. Mechanisms generating some types of observed seismic activity and originating from variations in the fluid-conduit pressure field are an invaluable aid toward the reconstruction of the internal state of the volcano. Attention must be centered on the influence of a free gas phase in magma upon the generation of "not-earthquake-like" ground vibrations in volcanic areas. A mixture composed of liquid containing gas bubbles (gas+liquid mixture) can likely cause large pressure fluctuations which, when transmitted to the confining rock structure, are radiated as seismic waves, the characteristics of which are carriers of the state of the fluid system. To fully estimate the state of the magma dynamics, detectable changes of non-seismic field variables must be considered as well.

AB - ABSTRACT: A series of six vulcanian eruptions at Galeras volcano, Colombia, occurred during 1992-1993. These eruptions followed the emplacement of a lava dome in late 1991, which was accompanied by cooling, crystallizing and partial solidification of the column of magma plugging the conduit. Five of the eruptions were preceded by episodes of monochromatic long-period seismicity, suggesting cyclic pressurization of the magma. The quiescent intervals between eruptions generally decreased with each successive eruption. We propose a model of gas release from magma into confined, stationary pore spaces by 5-10% crystallization of anhydrous minerals, causing repeated overpressurization of the magmatic system. Using initial lithostatic pressures of 20-100 MPa (800-3900 m depth), gas buildup by crystallization indicates overpressures of 3-17 MPa, which is the approximate fracture criterion for a magma chamber. Our Galeras data suggest two models of pressurization: (1) gas exsolution may have occurred at similar depths, but with progressively smaller overpressures being developed before each successive eruption. According to this model, the comparatively long quiescent periods between the first eruptions resulted in relatively large amounts of gas exsolution from the magma and accumulation in pore spaces, whereas the shorter quiescent periods for the later eruptions exsolved less gas. The decrease in overpressure with time may have resulted from progressive fracturing of partly solidified magma during the eruptions, which progressively decreased the tensile strength and increased the permeability of the magma. (2) Since overpressures are smaller at shallower depths for a given amount of crystallization, the first eruptions of 1992-1993 were caused by gas exsolution at shallow depths, while the last eruptions, having shorter quiescent intervals, resulted from a greater amount of gas exsolution at greater depths. In this case, the rate of gas exsolution varied as a function of depth. The two scenarios for pressurization may be combined into a more general model involving edifice weakening and the development of a shallow hydrothermal system from continued degassing of the magma plug. As weakening of the edifice formed an extensive system of fractures, the shallow hydrothermal system deepened due to meteoric water input and magmatic degassing. With time, a greater number of fractures were filled and partly sealed by hydrothermal minerals at progressively deeper levels. As a result, the source of the overpressure also deepened with time.
