3. PREPARATION

1

Check pillar on the right alignment. Refer to drawings U8, U9, and U19/3 of Distribution Construction Standards Handbook HB01.

Check all connections at the service pillar and check for tightness.

Separate the earth conductor from the neutral terminal block at the pillar.




4

Check the service cable and conduit to the pole in its final position.




5

Separate the service cable cores at the pole-top for testing.




6

At the pillar, conduct an insulation test on the service cable and record the results.




Use a 1kV insulation resistance tester for one minute between phase-to-phase and phase-to-neutral.

Values must be greater than 10M.



Ensure that all persons are clear of the circuit before testing.

Perform a sheath integrity test on the service cable and record the results.




  1. Disconnect all neutral/screen connections of the cable that is to be tested.

  2. Use a 1kV insulation resistance tester and test for one minute between all the neutrals/screens and an effective earthed reference point (i.e. rod) embedded in the ground more than 2m from any electrically conductive object.

Values must be:

  1. Reconnect all the neutral/screen connections.

4. COMMISSIONING

Note: A high impedance voltmeter may give a high voltage reading on an unconnected phase when one phase is energised.
If voltage above 6V exists on items 3, 6, 7, 10 and 13, stop immediately and commence a fault-finding procedure.

Prove the test equipment (voltmeter) is functioning correctly.

Identify neutral and fit a neutral tag (HG 2101) to the aerial mains neutral conductor and the service cable neutral conductor.

Test between the aerial mains neutral conductor and the service cable neutral conductor.

Connect the service cable neutral conductor to the aerial mains neutral conductor and check for tightness.

Conduct a service connection test on all installations where the service connections have been disturbed.

Test between the pillar earth electrode and the neutral terminal block at the pillar.

Test between the neutral terminal block at the pillar to the red, white and blue terminals block at the pillar.

Connect the blue-phase service conductor to the blue-phase aerial mains conductor and check for tightness.

Test between the pillar earth electrode and the blue terminal block at the pillar.

Test between the neutral terminal block at the pillar to the red and white terminal block at the pillar.

Connect the white-phase service conductor to the white-phase aerial mains conductor and check for tightness.

Test between the pillar earth electrode and the white terminal block at the pillar.

Connect the red-phase service conductor to the red-phase aerial mains conductor and check for tightness.

5. HANDOVER OF RESPONSIBILITY

The commissioning officer must ensure that checks are completed and test results comply with the minimum standards.

  1. Ensure the work area is left tidy with no hazards to the public.

  2. Hand over responsibility to the operating authority.

  3. Return this form to the project file as a record of the commissioning/handover certificate.

  4. After the on-site project officer signs off on the DCWI, send a scanned copy to the relevant manager:

  • the construction manager (for work performed by Western Power employees)

or

  • the service manager (for contractors).
