The USNB notes that an important issue raised in HEVC finalization was the specification of aspects that do not have associated normative conformance requirements on the decoding process – particularly SEI/VUI, and the USNB supports the outcome reflected in the HEVC FDIS on this topic. The USNB suggests that a generally more conservative approach should be applied when considering proposals in this area in the future, in order to avoid unnecessary and undesirable duplication of functionality and in an effort to provide well-coordinated guidance to industry.
