JCTVC-M0231 AHG13: Signalling phase offset for upsampling in SHVC [K. Ugur, J. Lainema (Nokia)]
This contribution proposes to include the functionality to change the phase of enhancement layer samples compared to base layer samples and signal this phase. The motivation for this proposed functionality is that the receiver could utilize information from both layers to upsample the pictures to a resolution higher than the resolution of enhancement layerTBA.
