Responding to BoG M0450 discussion: It was agreed that it is desirable to establish fairly strong restrictions on cross-layer alignment of TSA and STSA pictures, e.g. TSA aligned upwards (but not downwards). However, further action on this topic was dDeferred to the next meeting to work out the details.

Responding to BoG M0450 discussion: M0463 was generated in side activity.
The contribution proposes to add syntax elements to the VUI that allow signalling the minimum required "decoding delay" between the current and the reference layers. The signalling can be in units of slices, tiles, substreams or CTU rows and columns.
The possibility of using an SEI message rather than VUI was noted.
It was suggested to find an alternative term rather than using "delay".
The editorial quality of the concept of being "decoded completely" and the concept of dependency was suggested to need improvement of clarity.
It was asked whether constraints might need to be specified for some profile/level combination (which might call into question the use of SEI or VUI vs. VPS/SPS).
Decision: Adopted, although needs editorial improvement.
