Decision (affirming BoG M0450 recommendation): It was agreed to move the direct dependency flag syntax section to directly follow the dimension_id syntax (ahead of profile/tier/level) signalling to enable access to the data without entropy decoding.
Decision (affirming BoG M0450 recommendation): It was agreed to change the syntax element output_layer_set_idx[ i ] to output_layer_set_idx_minus1[ i ] because the syntax element layer_id_included_flag[ ][ ] used for output_layer_set_idx[ i ] equal to 0 is for layer set 0, while for layer set 0, layer_id_included_flag[ ][ ] is not defined in HEVC version 1.
It is clear that the target output layer for layer set 0 is layer 0 (the base layer) anyway.
(in reent design, profile/tier/level is associated with layer set. It iswas proposed to associate it wih oput layer set instead. During further, a revised version of the contribution was provided.
In the revision, a default_one_target_output_layer_flag specifies what the default mechanism is, either for use in SHVC to output only the top layer, and for MV-HEVC to output all layers. Additional output layer sets beyond the default may be signalled.
