Considers ARC upswitch functionality and middle box layer dropping & adding transition points.
It was suggested that no actual change to the (current) draft is needed to enable this. However, in SVC there was a constraint that the top layer ID of all AUs in the CVS to be the same. The contribution proposes not to impose such a restriction.
It was questioned whether the HRD can handle the full flexibility properly.
Conclusion: Currently there is no constraint expressed. At this point we do not plan to impose such a constraint. Further study may be needed whether to impose some related constraints.
Proposal requests to have a VPS flag to indicate base layer with upswitching to 2nd layer only, with inter-layer dependencies only at the switching points.
Decision: Adopt the flag.
