JCTVC-M0043 Layers present SEI message [J. Boyce, D. Hong, W. Jang (Vidyo)]

A layers present SEI message is proposed for SHVC and MV-HEVC. Its function is similar to the layers not present SEI message in SVC, but with modified syntax. Its purpose is to enable a "middle box" to communicate to a decoder when layers are removed during sub-bitstream extraction. The proposed SEI message uses only fixed length coding, which is convenient for use by cascaded middle boxes. For MV-HEVC, layer set present flag variable values may be derived using the syntax in the proposed SEI message, providing similar functionality to MVC’s operation point not present SEI message.
Decision (affirming BoG M0450 recommendation): Agreed with the following change: the persistence scope of the SEI message should be further restricted to be within a CVS.
(The actual semantics clarify that the message actually only indicates that certain layers are not present, and does not require the indicated layers to be present.)
