A layers display info SEI message is proposed which contains display resolution information about the scalable layers in the bitstream which is useful to a decoder, but which is not present in the VPS. The coded resolution and cropping parameters already present in the SPS for each layer are sufficient to derive the display resolution, but if a layer is removed by a middle box, the decoder may not be able to access the SPS associated with the removed layer. The parameters proposed for inclusion in this SEI message are similar to parameters included in SVC’s scalability info SEI message.

It was commented that the temporal persistence was not clearly described in the slide deck. It was responded that the persistence at maximum a coded video sequence, or when the next SEI message of the same type appears.

It was asked why the signalling of resolutions could not reside in the VPS. A change in VPS requires sending IDR (across layers). The proponent envisioned that an active layer SPS could change the spatial resolution, hence the spatial resolution information might not be persistent throughout the coded video sequent. However, in the current SHVC draft IDR (and BLA) pictures are required to be aligned across layers and a CRA picture does not activate a new layer SPS. There are related contributions suggesting either that IDR/BLA pictures are allowed to be non-aligned, or having specific stepwise layer access pictures (STLA), or starting the decoding process stepwise per layer.

It was asked why not to derive the information from SPSs. The proponent responded that an SPS would be sent in-band in their application and could be pruned along with coded data of a layer.
