Issues in conformance: The situation has been improving. profile_idc and level_idc need to be correct, some HM 9 bitstreams had not been updated, some planned bitstreams remain missing, many bitstreams need updates for corrections of these issues and others. Coverage still needs improvement. Various combinations of tiles & slices & loop filtering control parameters, SEI messages, and "corner cases" should be tested.
