One aspect further discussed Tues. 29th (GJS). Relates to O0251 and O0199.
The contribution questioned the value of single_layer_for_non_irap_flag.
It was remarked that the flag indicates that MC is only in one layer and that there is only one upsampling process and that it is useful to be able to indicate this. Decision: Move the flag to VPS VUI (see notes relating to O0199 to clarify).
Further study was encouraged regarding potentially making the flag more specific or possibly removing it.
