Previous meeting notes: "It was agreed to plan to adopt at the next meeting, given adequate editorial improvement, good candidate reference software being provided (perhaps with external tool, probably usable with HM), and no new issues discovered."
Proposal is same as N0309 at last meeting other than those aspects.

Decision: Adopt, but editorially improved as follows.

  Bibliographic rather than normative referencing should be used.
  
• 
  The scope should be the CVS rather than the whole bitstream.
  
• 
  The term "pixel" should be avoided.
  
• 
  Much of the phrasing seemed focused on the encoder perspective. This should be changed.
  
• 
  The focus should be on proving information to the decoder to suggest what it should do and perhaps information about what the encoder probably did, not recommending what the encoder should do. Not expressing a preference to use the values described in encoders.
