The current bitstream order in SHVC, MV-HEVC and 3D-HEVC prohibits multi-layer ultra-low delay. This contribution proposes to enable ultra-low delay operation with a corresponding bitstream order and decoding picture buffer operation and discusses implications of the CPB layout on legacy devices.

In principle the proposal seems straightforward, mature and useful if ULD is needed in a multi-layer use. It might benefit from some clarification (e.g. in a NOTE) regarding the impact of in-loop filtering.

It was remarked that this would require a profile in which the behaviour is allowed, as it has a significant effect on the decoder complexity. Thus, it is a requirements issue. There would need to be an agreement that it is necessary to create a profile that achieves ULD.

It was remarked that other ordering flexibility, such as arbitrary slice order, would also be desirable in some applications.

No action, pending agreement on profile(s) that would need it.
