Suggests being able to disable using scaling lists for TS blocks, especially for larger block sizes.
The proponent's preferred option is to have a flag that disables scaling lists for all TS blocks.
A modified suggestion was made in the discussion, as follows.
Decision: Keep 4x4 TS as-is and specify that scaling lists are never applied for TS block sizes larger than 4x4. Text review later conducted in BoG.
