Method 1: Use a constant QP value for palette escape pixels.
New QP values are introduced in the slice header to determine the order of Exp-Golomb binarization.
There is no BD-rate changes in CTC since QP is constant over the picture.
This method does not signal delta QP in palette mode CUs; the functionality to change the fidelity of pixel representations CU by CU is affected.
Method 2: QP-independent escape pixel binarization.
For the lossy case, a third order Exp-Golomb binarization is always used; for the lossless case, fixed-length coding is used.
This method reportedly has up to 0.3% coding loss in LDB.
This method changes only the binarization process; the QP is no longer used.
As in the current design, the fidelity of pixel representation can be changed CU by CU.
