The complexity estimation can be improved by using alternatives to num_non_zero_macroblocks because the correlation between the number of IDCT 4x4 blocks and number of non-zero macroblocks is low in the libav Rel. 10.3 implementation.
Three propositions for improvement are provided that improve the correlation from 60% to 95%. Proposition 1 is the simplest and provides 95% and Proposition 3 requires two metrics and a decoder weighting calculation but provides 98%.
The proponents are encouraged to study energy consumption over a wide range of bitstreams such as those used for the CfP.
