During the 111th meeting, a BoG led by Mohammed Raad had been given the following tasks:

  Analysis of claimed type-3 situation: Set up a list of claims from the patents under question (see m35857), identify those that are surely not applying and those that may be disputable

  Preparation of Preliminary DIS & Draft DoC
  

Approximately 6 experts participated in the BoG, who did the work assigned. However, due to subsequent discussions documented in the last meeting report, the outcome of the first bullet point was never turned into a document. M36831 recovers from this situation by providing the summary of discussions and the excel sheet produced as an input document to the current meeting.

It was initially discussed to draft an output document based on the information of the Excel sheet, further stating that from the findings, it appears that none of the claims are relevant to VCB (current text in N14425). During the discussion on Tuesday, J. Ridge, M. M. Hannuksela and V. K. Malamal Vadakital expressed disagreement with the findings, and re-stated that the list of patents that had been referenced in M35857 are potentially relevant to VCB, without providing any technical elements beyond the referenced list that would enable the experts to change their assessment.

It was finally agreed to put the progression to DIS further on hold for another meeting cycle to allow the situation to be clarified and studied. To reflect the editorial improvements made in the meantime, a second version of draft DoC (N15424) and second version of draft text for DIS (N15425) were generated.
