Thursday’s discussion of USAC CEs was continued on Friday morning.
ATFPP
Roch Lefevre, Univ. of Sherbooke and Gregory Pallone, Orange Labs, stated that the CE brings value at 8 kb/s.
Bernhard Grill, FhG and Heiko Purnhagen, Dolby, noted that PVC brings similar quality improvement such that ATFPP would not be necessary. Both support exploring the combination of PVC and ATFPP. Heiko Purnhagen further noted that both PVC and ATFPP affect the data in the SBR high-band.
The Chair called for a show of hands and 7 experts indicated that they would not support this CE.
There was no consensus to adopt this CE or to take a next step with this CE.
TW improvement

TCX Windowing
Kristofer Kjörling, Dolby, stated that this CE seems to be about keeping the MDCT long-overlap but changing all quantizer and noise shaping from that in FD mode to that in LP/TCX mode.
Kyeongok Kang, ETRI, stated that this work has been on-going since 2008.
