Tomasz Zernicki, Telcordia, presented additional information on this CE.
He showed the dynamics of frame-by-frame bit allocation for both the TC tool and RM8. The presenter noted that SBR cannot increase the quality of tonal components regardless of how many bits are allocated, since it uses a simple parametric model.
Bernhard Grill, FhG, notes that this CE is at a very preliminary state in terms of integration into USAC and SBR.
There was no consensus to adopt this CE or to take a next step with this CE.
