4.5.5.1 Technical assistance (received in the current Phase/Implementation Period or confirmed to be conducted in the next Phase/Implementation period)

No direct Technical Assistance was provided to RTC during the development and implementation of the first phase of the GF programme. However, RTC maintains close contact and working relationships across all of the “TA categories” identified above. RTC is itself a TA provider to, inter-alia, the DOH (national and provincial) across a range of activities. RTC has a strong academic base and in closely linked to Universities in South Africa and internationally with many staff holding joint appointments. RTC staff serves on numerous national and international committees across a broad and diverse range of specialist interest areas focussed on HIV, TB and Health Systems Strengthening related issues.

As this is a renewal proposal we set about describing the past performance of each Principal Recipient in Section 5 and then the new Objectives, Service Delivery Areas and Activities in Section 6. We have combined the section 5 and section 6 of each Principal Recipient to enable a review of the past performance in light of the new request.

Section 5:

This section is self-explanatory for each PR and demonstrates their past performance and improvements made and lessons learnt during this period.



Section 6:

In Section 6 we have given the performance framework of each Principal Recipient and then put the detailed background, rationale and activity description in as an attachment as this is very lengthy and detailed with many supporting documents.

We have the same 5 PRs that were part of the previous phase and one new PR (Still to be finalised) and these are listed below with the specific Service Delivery Areas that they contribute towards in this proposal:

Maintain Central Procurement Unit (CPU) in the NDoH to procure ARVs and support ARV supply chain management for all provinces except WC.

  • Activity 2.6.3: Conduct a follow-up HIV prevalence survey among educators (teachers) and trainee teachers in South Africa to provide information for planning purposes and developing interventions – All nine provinces

  • Activity 2.6.4: Provide support to DBE in retaining girls in school – All nine provinces

  • Activity 2.6.6: Provide support to Further Education and Training institutions in the development of FET HIV mitigation programmes – 50 FETs in all nine provinces

  • Activity 2.6.7: Provide support for the First Things First and routine HCT programmes of HEIs and FETs - 23 universities and 50 FET colleges across all nine provinces

  • Activity 2.6.8: Conduct Knowledge, Attitude and Behaviour (KAB) baseline and final evaluation studies at Further Education and Training institutions – To be determined by HEAIDS
