Notes Under the Public Service Regulations promotions of APS employees made as a result of an ISAC recommendation are not subject to promotion review procedures. The Regulations do provide two circumstances where, if an agency head does not follow the recommendation of an ISAC, subsequent promotions do not become reviewable. These circumstances are where: • a candidate has been found to have breached the Code of Conduct and the agency head considers that as a result of that breach the candidate is no longer suitable • a candidate has lost an essential qualification (most commonly a security clearance).
