Duties


The role of the Department of Agriculture and Water Resources is to develop and implement policies and programs that ensure Australia's agricultural, fisheries, food and forestry industries remain competitive, profitable and sustainable. Finance and Business Support Division provides financial and management advice to the Department, the offices of the minister and parliamentary secretary and to industry bodies.
The External Budget team works direct to the Chief Finance Officer and manages all aspects of the external budget process for the portfolio including Cabinet Submissions, new policy proposals and the costing process. The team also leads the preparation of key budget documents, including the Portfolio Budget Statements.
The team works in a high paced environment with significant interactions with the Ministers office, the Departments senior executive, policy areas from all Divisions of the Department and portfolio agencies. The team is often called upon to provide critical information to a wide variety of people within tight timeframes. The role is a unique opportunity for an officer working within a policy area to build their knowledge of the Cabinet process, broaden their understanding of the Department and its activities, gain experience working with the Departments senior executive and work on high profile and sensitive budget issues.
The Job

As a Policy Officer in the External Budget team, you will:

•Write briefs on budget policy issues for the Minister and senior executive;

•Contribute to the development of Cabinet Submissions and new policy proposals from all areas of the Department;

•Act as the link between the Department and central agencies, particularly the Department of Finance;

•Report on the progress of budget related processes to the Departments senior executive;

•Undertake coordination activities across the Department including responses to estimates memoranda and Parliamentary Budget Office information requests.
Knowledge and Experience

The successful candidate will have:

•Experience in a policy development role (essential);

•Experience in preparing written briefing for ministers and the executive (desirable);

•An understanding of the Commonwealth Budget and/or Cabinet process (desirable).
Skills and Capabilities

The successful candidate will have:

•High quality writing skills;

•An ability to work to tight deadlines;

•Resilience and ability to adapt to changing priorities;

•An ability to build productive working relationships, both internally and externally;

•Tact, good judgement and discretion;

•A willingness to work flexibly as part of a small team.


Eligibility




This position requires a Baseline level security clearance. The successful applicant will be required to obtain and maintain a clearance at this level. To be eligible for employment with the Department of Agriculture and Water Resources, an applicant must be an Australian Citizen. An applicant's suitability for employment with the department will be assessed through a pre- employment screening process. This process includes a requirement for the applicant to undergo and satisfy a National Police Check, referee checks, character clearance and where relevant a pre-employment medical assessment, specified mandatory qualification(s) validation and a period of 6 months' probation. Any applicant that, in the course of their work, requires unescorted access within an aviation or maritime security zone will be required to obtain and maintain an Aviation Security Identification Card (ASIC) or Maritime Security Identification Card (MSIC).

This non-ongoing position will be offered for a period of 12 months with the possibility of extension. This non-ongoing position may become ongoing in the next 12 months. Should this position become ongoing then the Merit Pool established through this selection process may be used to fill the vacancy on an ongoing basis.
