Duties


The Organisation
The Office of the Defence Seaworthiness Regulator (ODSwR) is a new organisation that is being established to implement the Defence Seaworthiness Management System - an enduring, coherent and comprehensive system that will ensure confidence in Defence's ability to achieve the seaworthiness outcome in the Defence maritime context is justified. The office has an enterprise wide view across all maritime systems within Defence.
Position Description
The Deputy Director for Safety scans for external, internal or legislative events relevant to regulatory control in a maritime context. Responsibilities include:


  • Leading a team to implement and complete work plans and priorities for the ODSwR.

  • Maintaining an understanding of international and domestic safety regulatory frameworks and how these impact on the Defence maritime community.

  • Analysing legislation, policy and practices to determine how it applies to the Defence maritime community.

  • Advocating to internal and external bodies to influence legislative and regulatory developments so they align with the strategic goals of Defence.

  • Managing complex scanning, legal interpretation and research activities to provide options and advice on regulatory compliance obligations for Defence maritime activities.

This role requires the occupant to have the following capabilities:




  • Demonstrated ability to work under broad direction to manage complex scanning, legal interpretation and research activities to provide options and advice on regulatory compliance obligations for Defence maritime activities

  • Strong research capability to define and identify relevant safety stakeholders, sources of safety information and jurisdictional boundaries

  • Strong communication skills to influence key stakeholders in order to achieve effective strategic outcomes

  • Strong leadership and interpersonal skills to lead, manage, guide and develop staff effectively

Eligibility

Duties


The Organisation
The Naval Materiel Seaworthiness Assurance Agency (NMSwAA) is a new organisation that is being established to provide the Chief of Navy with justified confidence that Navy’s maritime platforms are seaworthy and that they can deliver the required capability to government. The functions of the NMSwAA are grouped into four primary roles:


  • Providing assurance that seaworthy materiel is being delivered

  • Assessing and monitoring the maritime materiel conformance and risk profile

  • Providing expert assurance advice and support

  • Fostering a culture of continual improvement The Position

The Materiel Assurance Leaders lead a small team whose role is to provide surveillance over organisations tasked with delivering engineering and maintenance in support of naval materiel. In doing so, they provide assurance that naval materiel is fit for purpose across the acquisition and in-service components of its life cycle.
These roles require the knowledge, skills and experience to develop and apply contemporary risk based surveillance methods to the naval materiel enterprise, as well as the ability to positively engage with a diverse range of stakeholders to achieve assurance requirements.
The Materiel Assurance Leaders will also support the agency during the implementation and transition phase. These roles require the occupants to undertake the following responsibilities:

  • Coordinate, monitor and report on conformance across the naval materiel enterprise, including organisations tasked with delivering engineering and maintenance in support of naval materiel.

  • Manage and lead a mixed team of Commonwealth and industry support personnel to conduct surveillance activities.

  • Provide external materiel assurance advice and assistance to personnel involved in the delivery of seaworthy materiel across the naval materiel enterprise.

  • Work collaboratively with other entities within the engineering and maintenance organisations to provide a holistic approach to materiel seaworthiness assurance.

  • Manage the Materiel Risk Profile for engineering and maintenance organisations and use it to prioritise material surveillance activities according to their risks.

  • Collect and analyse data from across engineering and maintenance organisations in order to identify areas of non- conformances and areas for continual improvement.

This role requires the occupants to have the following capabilities:




  • Demonstated ability to coordinate, manage and report on materiel assurance activities.

  • Highly developed verbal and written communication skills to logically convey thoughts and ideas.

  • Demonstrated capability to influence key stakeholders in order to achieve effective strategic outcomes.

  • Strong leadership and interpersonal skills to lead, manage, guide and develop staff effectively.
