Duties




The Office of Parliamentary Counsel (OPC) was established by the Parliamentary Counsel Act 1970. OPC, based in Canberra, is the Commonwealth’s principal provider of professional legislative drafting and publishing services. OPC delivers timely, high quality drafting and advisory services for Bills, legislative instruments and other instruments, prepares compilations of laws as amended and publishes legislation and government notices on behalf of more than 70 Commonwealth entities. OPC also provides comprehensive, free access to Commonwealth legislation and related material through the Federal Register of Legislation website.

The First Parliamentary Counsel is the head of the Office and is assisted by two Second Parliamentary Counsel. OPC is seeking applications for the position of Second Parliamentary Counsel.

The appointment is expected to commence in late 2017.


Principal duties


  • Contribute to the management and leadership of OPC.




  • Contribute to the development of OPC’s drafting skills base and knowledge.




  • Lead a drafting team providing legislative consultancy and drafting services to government and occasionally to private members.

The successful applicant will require:




  • Highly developed management and leadership skills.




  • Extensive experience and a high degree of expertise in drafting legislation.




  • Excellent communication and problem-solving skills.

Eligibility


  • At least 5 years’ standing as a legal practitioner, however described, of the High Court or the Supreme Court of an Australian State or Territory.

A recommendation will be made for the Second Parliamentary Counsel appointment on the basis of specific selection criteria. Applicants should address the selection criteria and in doing so demonstrate their ability to fulfil the specific duties of Second Parliamentary Counsel.

  • Second Parliamentary Counsel is a statutory appointment under the Parliamentary Counsel Act 1970. The term of appointment is up to 7 years and may be renewed.




  • Total Remuneration will be in the order of $320,000 in accordance with the Principal Executive Officer classification structure determined by the Remuneration Tribunal.







  • OPC offers work on challenging projects in an environment that recognises the need to balance work and personal life. The successful applicant will work in pleasant surroundings close to Parliament House in Canberra and would be encouraged to undertake further professional development.

Non-ongoing opportunity will be offered for a specified term
