Annual monitoring will occur through the Steering Committee meetings. This is the highest policy-level meeting of the parties directly involved in the implementation of a project. The project will be subject to Steering Committee review at least once every year. The first such meeting will be held after the inception workshop. The project proponent will prepare an APR/PIR and submit it to UNDP CO and the UNDP-GEF regional office at least two weeks prior to the Steering Committee meeting for review and comments.
The APR/PIR will be used as one of the basic documents for discussions in the TPC. The PTC will present the APR/PIR to the Steering Committee, highlighting policy issues and recommendations for the decision of the Steering Committee participants. The PTC will also inform the participants of any agreement reached by stakeholders during the APR/PIR preparation on how to resolve operational issues. Separate reviews of each project component may also be conducted if necessary. The Steering Committee has the authority to suspend disbursement if project performance benchmarks are not met. Benchmarks will be developed at the PIW, based on delivery rates and qualitative assessments of achievements of outputs.
The Terminal Steering Committee Review is held in the last month of project operations. The PTC is responsible for preparing the Terminal Report and submitting it to UNDP-CO and to UNDP-GEF RSC. It shall be prepared in draft at least two months in advance of the Steering Committee meeting in order to allow review, and will serve as the basis for discussions in the Steering Committee meeting. The terminal Steering Committee review considers the implementation of the project as a whole, paying particular attention to whether the project has achieved its stated objectives and contributed to the broader environmental objective. It decides whether any actions are still necessary, particularly in relation to sustainability of project results, and acts as a vehicle through which lessons learned can be captured to feed into other projects being implemented.
