TECHNICAL DETAILS OF THE PROJECT
10. Introduction (about the University in 200 words):
Established in 1954 over a thousand acre sprawling campus at the foot of Seven Hills of Lord Venkateswara Sri Venkateswara University, Tirupati has made rapid strides in the field of higher education and research and is adjudged as one of the best Universities in the country, in general, and in Andhra Pradesh, in particular. From a humble beginning as one college with six departments, S.V. University has now grown into the Second largest University in Andhra Pradesh having four campus colleges viz., College of Sciences, College of Arts, College of Commerce, Management & Computer Science and College of Engineering with 58 departments offering 72 PG programmes. Today, S.V. University is having 650 Teaching staff, 2500 Non-Teaching staff and 8000 students including research scholars. The University has developed modern infrastructural facilities for research, teaching and extension activities and also for co-curricular and extracurricular activities for the past six decades. Based on the impressive progress in higher education and research, National Assessment and Accreditation Council (NAAC), Bangalore has accredited Sri Venkateswara University, Tirupati with “A” Grade in 2009. In addition to it, based on the research publications and h-index Sri Venkateswara University has been ranked 22nd among traditional universities of the country. In this connection the Department of Science & Technology, Govt. of India, New Delhi has sanctioned “DST-Promotion of University Research and Scientific Excellence (PURSE)” grants by extending financial support to the tune of Rs.9 crores to promote research activities in the university. Further several departments have received Special Assistance Programmes(SAP) under DRS/DSA of UGC, New Delhi and also received fund under DST-FIST program of DST, New Delhi to improve infrastructural facilities. Most of the faculty have obtained research grants from various national funding agencies like UGC, DST, DBT, CSIR, ICMR, ICSSR, BRNS, ISRO, MNES, MoES, MoEF, and DRDO and international funding such as UNESCO, UK-DFID, ICRISAT, European commission ERASMUS MUNDUS. Obviously, this has contributed to an overall improvement of student performance and facilitated a number of students to qualify the National level eligibility tests viz. UGC, DBT, ICMR, CSIR-NET and also getting national level scholarships like, UGC/CSIR NET, DST-INSPIRE, UGC-BSR-RFSMS, DST-PURSE etc other than the research project fellowships for pursuing Ph.D. programmes. Utilizing these impressive funding, the faculty of the university have proactively interacted with industry and academic institutes and entered into collaborative agreements by generating MoUs (Memorandum of Understating) to conduct research work in frontier areas of Biology and Physical sciences. These MoUs have further facilitated the visits of students and faculty to R&D facilities of Industry and collaborating research laboratories within and outside the country. Such an exposure of the students to the Industry and international laboratory enhanced the breadth of their knowledge and improved their job potential in National and International market.
11. Rationale for this programme (why university needs this support: A SWOT (Strengths, Weaknesses, Opportunities and Threat) analysis is preferred in 300words)
STRENGTHS:
Sri Venkateswara University which was established in 1954 has started by Botany and Zoology as primary disciplines of life science; these two departments contributed the advancement to train critical manpower in life sciences and conducted research in the areas of plant and animal physiology. The research output and quality of manpower from these two departments has generated more than 500 Ph.Ds and attracted the attention of national and international community. The alumnus of these two departments has contributed significantly for the growth of domain knowledge by working in several well established, national and international laboratories. Several facultyes of these two departments and their students become fellows in all leading Science Academies including that of Third World Academy of Sciences (TWAS). While excelling in traditional branches, the university realized the importance of interdisciplinary research to understand the complex problems of biology. As part of the revamping the curricular aspects of life sciences, new disciplines such as Biochemistry (1978), Virology (1987), Biotechnology (1995) and Microbiology (1996) were established to offer inter disciplinary postgraduate (PG) courses in Life Sciences (LS).There is a tremendous progress and growth during the last two decades in the life sciences departments. Information pertaining to the human genome and automation of genome sequence project has generated huge amount of sequence information pertaining to prokaryotes and eukaryotic organisms. This sequencing information has made model organisms like mouse, zeebra fish, rice, wheat and tomato which were available on the database. Understanding the genomics is rather a prerequisite to gain insight into the understanding the molecular basis for cellular process, principal behind disease and optimize the process of drug discovery. Study of genomics is directly and indirectly related to study of Proteomics and Metabolomics. In order to gain better understanding of genomics, proteomics and metabolomics, the SV University needs to generate a new talent who can bring the knowledge of Computational Science and Physical Sciences to view the biology with an interdisciplinary approach to develop State of the Art Laboratories with critical trained manpower.
WEAKNESSES:
Unfortunately, at this point of time the SV University does not have State of the Art Laboratory facility and crtically trained manpower. We, the University, therefore approach DBT to obtain grant to establish State of the Art Interdisciplinary Laboratories to train the next generation interdisciplinary biologists in biology and biotechnology and recruit technically sound qualified manpower. Lacking of the sophisticated equipments and infrastructure facilities to train the researchers in advanced fields of interdisciplinary research has produced vaccum between the society and science. To improve university and industry collaborative research interaction and cater the needs of society, this advanced facility is essential. Common infrastructures to facility/centers on specialized areas are required to promote the modern research with national/international standards. Though the university has strong facilities and laboratories to conduct research in traditional disciplines of life sciences, it does not have critically trained manpower and the State of the Art Laboratories to conduct /bring interdisciplinary approach into traditional system.
OPPORTUNITIES:
The importance of the interdisciplinary science is realized in research institutons located in metropolitan cities, though, the talented manpower is available in rural India, The institute located in Rural Environment has failed to empower students of Rural India due to lack of Infrastructure facilities and teachers in this critical areas. Extending the financial support under BUILDER programme is expected to fill such deficiency by bringing modern facilities and trained teachers/scientists to the rural and underprivileged sections of the society. The S.V. University is located in draught prone area of Rayalaseema to cater the needs of students of living in rural sector where the per capita income is very low. The opportunity to be gained via BUILDER programme is expected to empower the rural students by mobilizing them to empower latest tools and techniques used in the Modern biology. Further, the recent human intervention into Seshachalam forest located within S.V. University has resulted in the depletion of valuable forest health, rare endemic plants like red sandel. After discovering the founa of Seshachalam forest, the University use the opportunity to involve students and faculty to conserve the germplasm and develop the tools for micropropogation of precious plants by involving rural and university interface.
THREAT:
The first threat is frequent electricity cuts especially in the summer used to hamper earlier projects and proposed research activity of BUILDER. The second threat would be sustenance of the proposed centre after completion of the tenure. The first threat can be rectified through establishing acquiring 35KVA stand power supply with 5 hours backup facility. The sustenance of the Centre after completion of the DBT funding is possible if AP Government/University undertakes the absorption of the centre as part of the University/Government activity.
