Presentation of the each participant
Brief clarification of mandated persons:

  • From Zaragoza’ Consortium:

Lola Campos, Deputy Mayor for Environment, Zaragoza City Council, political representative of Zaragoza’s consortium, has sent her excuse for not being able to attend this meeting (see Annex).

Astrid García Graells (Ayto. de Zaragoza) was duly mandated to represent Javier CELMA, Director of the Agenda 21 Office, the representative of the Ayto. Zaragoza

Sergio Díaz de Garaio (UdZ) was duly mandated to represent Juan Carlos Pericas (URBIC), and Florencio Manteca (CENER)


  • From Lyon’s Consortium:

M. Gilles Buna, vice-president of Grand Lyon, official chair of RENAISSANCE’s PSG and political representative of Lyon’s Consortium, has sent his excuse for not being able to attend this meeting (see Annex).

Odile Charvin was duly mandated to represent M. Gilles Buna, vice president of Grand Lyon.

Christophe Ménenzo (INSA) was duly mandated to represent Olivier SILDER (ENERTECH) and Bruno GAIDDON (Hespul).

2.2Report on progress by each Local Communities



Presentation on progress & activities by Community Zaragoza

Local Project Coordinator (Ayto. Zaragoza, Astrid García Graells): has presented an overview of the progress done in Zaragoza.

The Ayto perceives RENAISSANCE as a concrete tool to raise public awareness and to demonstrate to their citizens that REN are a reality and operational.

In Valdespartera, some of the new buildings are built, and already occupied by local citizens. They are now at the stage of training these citizens, to show them the benefits of living in a bioclimatic & energy efficient building.

At the moment, there is a matter about the windmill they’ve planned to install, due to space-management issues. However, they’re waiting and expecting that ENDESA will get its license to install this windmill, sometime later, once that space-management issue will be resolved.

In Picarral, refurbishment works are going well. The work done under RENAISSANCE is a demonstration pilot program on sustainable development for the local community. For the first time, this program is based on Picarral’s community views to be achieved. The refurbishment works are directly profiting to occupants who belong to modest working class families and who are not usually concerned about environmental and sustainability’s issues.

Additionally, the neighbourhoods living in Picarral’s area are interested in the RENAISSANCE project. Some of them are working on building a financial system to co-fund refurbishment works for their own accommodations, with the help of SMRUZ and some bank entities. This impact is considered by Zaragoza as very positive.

Beside, the works on the public High school (PV installation included) are also going well.

On dissemination and training activities, the Ayto. and ECODES are actively collaborating to establish two distinct strategies on dissemination and training. They are also working on a social study that focuses on their local population, with the objective to get these people involve and aware of the benefits of living in Ecobuildings. To develop and accelerate this approach, they intend to create a local website, linked to Zaragoza local community website, beside their local educational environmental programme that targets civil society.

They deem the RENAISSANCE website as complementary to their local website, as for them, RENAISSANCE website would be more appropriate for professional than for their local population. About the international event, EXPO 2008, Zaragoza still hopes to invite its RENAISSANCE partners, after the event itself. They are still planning to do something with Concerto Plus, and wait for Concerto Plus to see what they could do.

On financial issues, they raise their concerns about the absence of financial EC contributions, taking into account the emergency of the situation for some of their partners, who begin to have real financial problems to implement the project.

On official language, they will respect and implement the legal obligation to use English for the necessary exchanges with the EU. However, they suggest to use another language than English to exchange amongst partners, taking into account that there is no more English native speakers in the RENAISSANCE Consortium, since the departure of Bracknell.

Conclusion (by Assistant of Local Project Coordinator, UB, Mike Barker)
WP1/WP2: It is going well, the work is been done. However, some of this work need to be harmonised locally, and then, to be integrated in Lyon’s & Lombardy’s ones. This should be finalised this coming year.

WP3: Buildings works are on good track, following the requested objectives. Due to ZAR’s advanced work, some of this achieved knowledge could be shared/exchanged with Lyon.

WP4: Identification of ZAR’s Dissemination targets and awareness of the need to be visible, under both local and international levels. At the local level, ZAR partners agree on and adopt a common vision. At the international level, there is still some work to be developed, especially through ConcertoPlus channel.

WP5: ZAR’s Strategy is now established. This needs now to be implemented.
Presentation on progress & activities by Community Lyon

Local Project Coordinator (Grand Lyon; Odile Charvin): has presented an overview of the progress done in Lyon.

Globally, in Lyon, works are going well under most of WPs.

Since the last PSG (late October 2006), Lyon’s Consortium has integrated 3 news partners, the 3 Building developers, who now participate to Lyon’s regular meetings.

Grand Lyon has also taken the lead to be the International coordinator, with the assistance of Hespul. This new task has been time-consuming in order to clarify the whole situation, after Uk partners’ departure. This has required clarifying RENAISSANCE’s situation under legal, administrative and financial aspects.

As local coordinator, they also have local partners that begin to have real financial problems to implement the contract without funding. Therefore, they did their best to speed up the whole process during the past months, and will keep doing this until EC contributions are paid. However, they do apologise for the inconvenient due to the extraordinary delay to get EC contributions.

Conclusion (by Assistant of Local Project Coordinator, HESPUL, Elise Dinale):
WP1: WP1.1 has been finalised, as foreseen in the contract, and will be reported in Year 2 Report. Some delay can be registered for other subWP, especially WP1.4 (Esco). Moreover, Concert’action implementation, under subWP1.5, might suffer a bit, if national co-funding is not confirmed, as it should. This latter issue should be clarified during the coming months.

WP2: Due to the state of non-construction of the concerned buildings, the foreseen measures on monitoring could not be done. However, the R&D aspect of this WP is going well.

WP3: The progress to be registered is mainly under an administrative & legal aspect (technical specifications & licences to build are agreed), as well as the agenda for construction.

WP4/WP5: Some delay in their implementation is to be registered. However, some good works have been done under WP5 (training). On dissemination, a recent dynamic has been launched amongst Lyon Partners to better organise their respective actions of communication/dissemination. A local strategy of dissemination should be done in the coming months.
Presentation on progress & activities by Community Lombardia

Local Project Coordinator (Regione di Lombardia; Gabriele Boccasile): has presented an overview of the progress done in Lombardy.

Lombardy Region is working with REN Federation and the thermal and technical national Council.

As part of their RENAISSANCE contribution, they are working on biomass (wood & biogas) as a new type of energy supply, with the view of offering economic alternative to their rural areas. They intend to develop 3 300 hectares of short rotation forestry activities. More globally, they have 170 projects involving REN.

They also work with rural economic actors to develop the injection on the grid of their biomass energy, produced in the countryside. One specific ESCo has been created to power a local district heating, despite of some legal obstacles (European legal laws included). As a result, this should transform locally the Energy market, and especially the wood market.

Conclusion (by the Local Project Coordinator, Regione di Lombardia; Gabriele Boccasile):

Lombardy’s Region has done some works (under WP1). It is now time to exchange its experiences with the others (especially on Short rotation forestry activities & ESCOs experiences).

They intend to develop their dissemination & training activities. They are also expecting some big event to be organised with Concerto Plus this fall 2007.
