2603 1916 Funafuti Provisional "2/-" in red on 2½d Pandanus tied by double ring Protectorate cds to parcel piece & part customs form. F-VF. Produced by the District Officer/Postmaster due to a shortage of higher values when a number of parcels needed to be sent on the day the mailboat was leaving. While not officially approved, these surcharges met a genuine shortage at the time & are totally non-philatelic.
