TD S2 160015 LS from ETSI SC EMTEL: LS on Total Conversation for Emergency Communications. (ETSI SC EMTEL) (Revision of TD S2 153775).
Abstract: ETSI SC EMTEL has a work item on Total Conversation for Emergency Communications, which you may have been informed about in a previous LS. The work item is supported by Special Task Force 489 which is co-funded by the European Commission. The support of Total Conversation for to Emergency Communications is needed to ensure accessibility for all according to the Universal Service Directive Article 26.4 and is included in the EC ICT Standardisation Work Program (2010-2013). ETSI SC EMTEL is preparing TR 103 201 on 'EMTEL; Emergency Communications (EMTEL), Total Conversation for emergency communications; implementation guidelines', which is approximately 70% complete and scheduled for publication end of March 2016. The latest draft version is attached; please note that it is a study and not a requirements document. The final TR 103 201 will be sent to you for consideration in your future work. Total Conversation use for emergency communications is already specified in ETSI TS 101 470, however this study is to assess if Total Conversation for emergency communications requirements are fulfilled by ETSI, 3GPP, IETF and other necessary standards, and that there are no contradictions. Also to ensure that these requirements can be implemented. Clause 7 of the attached draft ETSI TR 103 201 provides the analysis and Clause 8 discusses the proposal of STF489 for Total Conversation for Emergency Communications and how it could be implemented.
