Ministry of Ecology and Natural Resources is a central executive body, implementing state policy on environmental protection, organization of use of nature, effective utilization of natural resources, and rehabilitation of them. POLICY FOR IMPLEMENTATION OF THE CONVENTION

Provide a general description of your country’s policy for prevention of, preparedness for and response to industrial accidents, especially relating to the implementation of the Convention and explain how this policy is reflected in national legislation and followed up by authorities.

The state policy of the Azerbaijan Republic in the field of industrial safety is aimed at the implementation of the optimal system of risk factor reduction, prevention of accidents at hazardous industrial facilities and ensuring preparedness of organizations operating hazardous industrial facilities to localize and eliminate their consequences. In case of industrial accident or should there exist an imminent threat of an accident the country shall without delay ensure that appropriate measures be taken to mitigate consequences of the accident using, herewith, the most effective control methods to minimize their impact.
In relation to the legal framework the following legislative acts are to be mentioned:
- Law of the Azerbaijan Republic «Оn technical safety» defines legal, economic and social basics of safety of potentially hazardous facilities as well as regulates prevention of accidents and elimination of their consequences
- Law on «Fire safety» defines legal basis and principles of organisation of fire safety and state fire control, enforced for the provision of fire protection on the territory of the Azerbaijan Republic of human life and health, national treasures, all types of property.
- Law on «Civil defense» provides for the organization of civil defense according to the principles of territory, compleх approach and massiveness; readiness of system of civil defense in case of emergencies,immediate warning of population, involvement of governmental authorities for the provision of neseccary aid in case of emergencies
- Law on «Emergency situations” provides for basic principles of emergency situations in the country, including technogenic and anthropogenic ones.
- Law on « The protection of environment» defines legal foundations for the protection of environment, emergency environmental conditions and areas of ecological disaster.
- Law on «Environmental security» regulates legal foundations of emergency environmental conditions, environmental disasters, ensuring environmental security as well as subjects of environmental hazard.
- Decree of the Cabinet Of Ministers « On the approval of the list of potentially hazardous facilities» defines the policy of production, which is connected with purchasing,producing, processing, transportation and elimination of explosive and toxic substances, sources of ionizing and radioactive rays hazardous for environment and population as well as procurement of transport and social facilities
- Decree of the Cabinet Of Ministers «On the state register of potentially hazardous facilities» defines basic principles for registering potentially hazardous facilities and maintenance of a State register
