TS-06 120 EXCAVATION & EMBANKMENT:

GENERAL: All work under this section shall conform to the provisions of the FDOT Specifications Section 120 and the Contract Plans, except as modified herein. The contractor shall furnish all labor, materials, equipment, and incidentals required to complete excavation and embankment work, including but not limited dewatering, earthwork, excavating, embankment, grading, compaction, hauling, offsite borrow and legal disposal required for this Project.


DEWATERING - The Contractor shall be responsible for obtaining ALL required site specific Dewatering Permits required to complete this project. The Contractor shall submit Permit Application(s) required by permitting agencies (Southwest Florida Water Management District, SWFWMD) including all required information, documentation and fees necessary to secure required Permit(s). Once the required Permit(s) have been received the Contractor shall be responsible for complying with all permit requirements. Dewatering discharge shall be in accordance with FDOT Section 104 and TS-104. The SWFWMD approval of the dewatering plan must be obtained prior to start of dewatering. The Contractor shall allow 45 days for approval through SWFWMD. All dewatering work, including permitting, will be incidental to the Bid Items requiring dewatering. No additional payment will be made for dewatering.
EXCAVATION: Suitable material excavated may be utilized as embankment; unsuitable material may be used outside embankment areas on this project, when approved by the County Representative. Excess suitable and unsuitable material from the project site shall become the property of the Contractor and shall be legally taken off site for disposal.
POND: Excavation of the pond shall be paid for as Regular Excavation. Suitable material excavated from the pond site shall be utilized as embankment; unsuitable material may be used outside embankment areas on this project, when approved by the County Representative. Excess suitable and unsuitable material from the project site shall become the property of the Contractor and shall be legally taken off site for disposal.
POND BOTTOM: The proposed dry pond bottoms shall be excavated two (2) feet below proposed grade and backfilled with clean, fine, sand with a hydraulic conductivity of no less than 40 feet per day. The Contractor shall submit a cubic foot of the proposed material, along with a certification for the material showing the required hydraulic conductivity.
METHOD OF MEASUREMENT: The estimated quantities of regular excavation, borrow excavation, lateral ditch excavation, channel excavation, pond excavation, embankment, offsite borrow, and grading as shown on the detailed plans is given for the bidders' comparison of his calculations only. The figures do not include allowances for clearing loss, scalping before fill, losses resulting from removing vegetative material from the site, bulkage, shrinkage, swelling, topsoil, and sodding.
BASIS OF PAYMENT: All work under this section shall be paid for under one of the following bid items:

TS-07 160 STABILIZING SUBGRADE:

GENERAL: All work under this section shall conform to the provisions of the FDOT Specifications Section 160 and the Contract Plans, except as modified herein. The contractor shall furnish all labor, materials, equipment, and incidentals required to stabilize locations designated on the Plans portions of the roadbed to provide a firm and unyielding subgrade, having the required bearing value specified in the plans. The stabilized subgrade shall include the cost of furnishing and hauling of any additional stabilizing material required plus all mixing, shaping, and compacting of the stabilized area. The increased thickness of stabilization under the curb and gutter section and/or shoulder will be considered incidental and included in the Contract unit price.


METHOD OF MEASUREMENT: The quantity to be paid for under this shall be square yard of completed and accepted stabilized subgrade constructed to limits, thickness, as specified and as shown on the plans.
BASIS OF PAYMENT: The quantity stabilized subgrade shall be paid for at the Contract unit price per square yard. Payment will be based upon plan quantity.
Such price and payment shall constitute full compensation for all items and work described herein. Payment for Type "B" Stabilization shall be made under:

TS-08 285 OPTIONAL BASE COURSE:

GENERAL: The work specified in this Section consists of constructing a base composed of Limerock meeting the requirements of Section 911 of the FDOT Specifications or Asphalt Base Course, Type 3. All work shall be constructed in accordance with Section 285 of the FDOT Specifications, as modified herein.


METHOD OF MEASUREMENT: The quantity paid will be square yards of Limerock Base or ABC, Type 3 completed and accepted. Price and payment will constitute full compensation for all work specified in Section 200 of the FDOT Specifications. No additional payment will be made for the application of a Prime Coat to the Base.
BASIS OF PAYMENT: Payment for Limerock Base or ABC, Type 3 will be made under:

TS-09 327 MILLING EXISTING ASPHALT PAVEMENT:

GENERAL: The work under this section shall be in accordance with the plans, Florida Department of Transportation Standard Specifications for Road and Bridge Construction, dated 2010, Section 327, except as modified herein. The work in this section shall consist of the removal of existing asphalt concrete pavement by use of appropriate milling equipment and lowering the existing surface elevation of the existing pavement to a specified depth for resurfacing requirements. Due to adjacent residential neighborhood all equipment must be equipped with such sound deadening equipment necessary so as to not adversely affect them. Should, in the opinion of the County, if there is excess noise generated, all such operations shall cease until additional sound deadening equipment is installed. Milling shall be done on streets as indicated on the plans. Special warning signs such as uneven surface, rough pavement, etc. shall be utilized any time the milled surface is not resurfaced within 4 hours.




  1. OWNERSHIP OF MILLED MATERIAL - All milled material shall become the property of the Contractor and shall NOT be stored on-site without the written permission of the County Engineer.

  2. MILLING EQUIPMENT - The milling equipment shall be capable of automatically establishing profile and cross slope grades of each side of the equipment to within ¼ inch and be equipped with an automatic system or device for controlling gradient elevations at a given rate. The milling equipment shall also be equipped with means to effectively limit the amount of dust and other particulate matter created by the milling operations.

  3. MILLING TOLERANCE - The milling depth shall be per the Plans or approved by the County’s Representative. The milled surface shall have a reasonably uniform texture and shall be within ¼ inch of the true profile and cross slopes. Any unsuitable texture, profile, or cross slope, as determined by the County, shall be corrected by the Contractor at no additional compensation. Radius and edge of curbs shall be milled. The milling depth shall be measured from the existing roadway surface or the edge of the curb's gutter edge whichever is lower.

  4. SWEEPING - Sweeping of the milled surface with a power broom will be required prior to the placement of the new asphalt concrete surface and at the end of each day's milling operations. Sweeping will include all material swept into the gutter and driveway areas. No asphalt will be placed until the County accepts sweeping/cleanup operation. Stormwater inlets, swales, drains and private property shall be protected from swept material intrusion. If overnight or weekend periods are experienced prior to area cleanup, at a minimum, driveways will be swept. Dust Abatement shall be utilized as ordered by the County, in accordance with Technical Specification Section 102. Dust Abatement shall be incidental to the Milling Bid Item.

  5. CONTINUOUS PROSECUTION OF WORK - The milled surface shall be paved the days the roadway surface, unless a delay is approved in writing by the County. If the milled surface is to be left overnight temporary traffic stripe shall be paced on the milled surface.

METHOD OF MEASUREMENT: The quantity of Milling Existing Asphalt Concrete Pavement, as shown on the Bid Form, is approximate and is given only as a basis of calculation for award of the Contract. The actual quantity may vary from the estimated amount. The quantity of Milling Existing Asphalt Concrete Pavement shall be the area, measured in square yards, of milled material and shall include all items and all work as described herein.


BASIS OF PAYMENT: The quantity, all work and all incidental costs specified as being covered under this section shall be paid at the Contract unit price per square yard of milled material, completed and accepted. Said price shall include the furnishing of all equipment, hauling of material, sweeping of project areas, dust abatement, labor, and incidentals necessary to complete the work. Such price and payment shall constitute full compensation for all items and all work as described herein. Payment for Milling Existing Asphalt Concrete Pavement shall be made under:
