7.6. Sources of financing and provision of infrastructure

The professional study programme Personnel Management is a fee-paying programme. The only source of financing is students’ tuition fees.

Provision of premises

The study process of the Riga Teacher Training and Educational Management Academy professional study programme Personnel Management takes place at Riga Study Centre at Imantas 7.līnija 1 and Part-time Study Branches (PSB) in Alūksne and Cēsis.

RTTEMA total floor space is 7758 m^2:

- premises in Riga, Imantas 7. līnija 1 in RTTEMA building –2082 m² for lecture rooms, 1578 m² for offices;

- premises in PS branches 3779 m² for lecture rooms, 319 m² for offices.

Since January 7, 2002 the number of study seats at RTTEMA building at Imantas 7 līnija 1 has been increased by 11% , at RTTEMA Part-time Study Branches– by 23%.

* From the academic year 2004/2005 studies in Riga have been planned at Imantas 7 līnija 1 and Riga Secondary School No. 3 at Grēcinieku Street 10.

The premises at Imantas 7.līnija 1, Riga house a canteen with 115 seats as well as two sports halls.

Students have access to the library at Imantas 7.līnija 1, a small library stock has been positioned at RPIVA branches.

Since December 31, RTTEMA has improved the range of the technical provision of the study process.

Computer equipment used in RTTEMA study process at the beginning of academic year 2005.2006
Beginning the academic year 2005/2006 new computer equipment was purchased for the implementation of the training courses and study work, the existing computer rooms were updated, the data at RTTEMA information system (IS) VALIS were revised. The most significant improvements:

  A supply copy server for the realisation of the IS safety measures has been purchased,
  
• 
  250 computers have been installed, completely renovating computer rooms for study work in Riga and branches, as well as providing the necessary resources for performing scientific and administrative work;
  
• 
  equipment necessary for presentations has been purchased - 8 data video projectors and 17 portable computers;
  
• 
  the necessary equipment for updating computers and the computer network and maintaining their stable functioning has been purchased (Random Access Memory, high sped circuit switches, uninterruptible power supply, etc.),
  
• 
  the local computer network and Internet connection have been altered, producing high speed, stable and high safety RTTEMA Intranet – UBN (United Business Net);
  
• 
  an authorised access to IS data in RTTEMA Internet page has been created;
  
• 
  licences for the development of the data base of the information system VALIS and Web software (Developer Express Products) have been updated;
  
• 
  licences for the use of software necessary for study work have been purchased and updated;
  
• 
  the academic staff and students of the Academy have the opportunity to use the most recent technologies : the programme MSDN® Academic Alliance offers an access to a complete set of Microsoft developing tools, servers and platforms as well as receive monthly novelties throughout the year.
  

RTTEMA students and employees can use:

1. Computer rooms, which have been equipped with IBM PC Pentium III or computers of equal capacity, licensed software, the Internet connection and other equipment and systems:

• 
  2 computer rooms (30 + 29) and 13 computers in the reading room at Imantas 7.līnija 1;
  
• 
  computer classes in the branches - Cēsis (35), Alūksne (17),
  
• 
  it is possible to use a scanner and print on laser printer or colour printer in each computer class;
  
• 
  one can use stationary presentation equipment in 2 lecture rooms and the assembly hall, 4 mobile presentation units (portable computer +data video projector) in Rigā and 9 branches, digital video camera and digital photo camera;
  
• 
  all computers have been installed with licensed software – MS Windows, MS Office, antivirus programme;
  
• 
  students can use licensed programmes purchased by RTTEMA (Adobe Photoshop, Adobe PageMaker, CorelDraw, Corel Gallery, Macromedia Flash, Macromedia Dreaweaver, MS Project, MS Visual Basic, SPSS, programmes for the acquisition of foreign languages, performing psychological tests, etc.);
  
• 
  all the computers have been connected to RTTEMA Intranet, it is possible to use server resources and unlimited services of the Internet;
  
• 
  students and employees can use RTTEMA e-mail;
  
• 
  student and employee rights to access IS by using RTTEMA Internet page have been defined and realised;
  
• 
  current information about student performance and financial liabilities is presented in the IS;
  
• 
  RTTEMA Internet page with the necessary study information (descriptions of study courses, timetables, etc.) is updated on regular basis;
  

2. Communication resources:

• 
  the computers of each physical address have been connected in the local computer net (Ethernet 10/100Mbit/s), forming RTTEMA Intranet in Riga and all RTTEMA branches;
  
• 
  the servers are supported in domain addresses (Unix – Samba);
  
• 
  Web, DNS (domain rpiva.lv), e-mail, FTP, Proxy servers are supported;
  
• 
  SQL data base server is supprted and PostGreSQL server for the work of e-studies is being tested;
  
• 
  the Internet connection in Riga has 1024/256 Kbit/s and two 2048/512 Kbit/s lines, in the branches - 384/128 Kbit/s lines;
  
• 
  RPIVA computer network is protected against unsanctioned access to the firewall.
  

3. Prospective development:

• 
  Gradual replacement and modernisation of the equipment of computer classes;
  
• 
  Updating of the computer net, increasing high speed circuit switches to ensure the possibilities of organising video conferences;
  
• 
  Gradual introduction of e-education;
  
• 
  Purchasing of e-management software (including e-commerce and resource management).
  

RTTEMA library

When supplying its resources, RTTEMA library has advanced the provision of the Academy’s study programmes with literature and study aids as its main objective.

Currently the total area of the library is 337 m². Students have an access to a reading room with 70 readers’ seats and 15 free access computers.

In April, 2003 the 42 000 items. In 2004 the library book stock was 42 550.

In 2001 RTTEMA library book stock comprised 33 404 copies (17 500 book titles).

In 2002 the library book stock comprised 41 189 copies of books.

In 2003 the library book stock comprised 42 000 copies of books.

In 2004 the library book stock comprised 42 550 copies of books.

In October, 2005 RTTEMA library’s book stock is approximately 44 thousand copies.

For the replenishment of RTTEMA library stock the following amount of money was spent:

In year 1999– Ls 4211

In year 2000– Ls 3270

In year 2001– Ls 6000

In year 2002– Ls 21762

In year 2003– Ls 23400

In year 2004– Ls 9000

Up to November, 2005 – Ls 10000 has been spent.

Considering the opinion of the experts of the Accreditation Commission, supplementary funds amounting to Ls 23 400 were allocated for the replenishment of the library stock in 2003 and approximately Ls 25 000 in the academic year 2004/2005.

RTTEMA stock is comprised of 45% of books in the Latvian language, 35% in the Russian language, 15% in the English language, 5% in other languages.

In students’ opinion, the provision of the material and technical resources is rather good and adequate. However, it is quite natural that 50% of students see the possibilities of their improvement. Figure 32

Students have the opportunity to use the periodicals in the reading room of the city library.

Cooperation agreement with Alūksne City Library has been concluded up to December 31, 2008.

In Cēsis branch the total floor space is 1447,7 m². Premises at Cēsis L. Kartīnas Street 2 – 611 m² lecture rooms, 134 m² offices; 82 m² library, 67,6 m² cafeteria (with 30 seats).
