Determining the Lowest Evaluated Bid Offering the Best Economic Advantage
        1. Evaluation of the Technical Proposal

          1. Provided all mandatory legal, professional, technical, and financial requirements have been met all technically compliant Bids shall be evaluated and scored using the two-stage bid evaluation and scoring method. In accordance with ITB Clause 38.3(f), the Public Body's evaluation of the Bid will take into account, in addition to the bid price, the following technical evaluation criteria in order of their importance and their proportional weight in the total system of evaluation, as specified below:
(a)The technical evaluation criteria and their weighting points that indicate their level of importance are determined, as follows:

Adequacy of Technical Proposal in responding to the Schedule of Requirements:

A. Proposed planning and methodology: The bidder shall demonstrate professionally how to accomplish the works to the required specification, quality, cost and time. The methodology shall cover all aspect of the work activities and it shall demonstrate their approach and methods to be followed and how a specific method shall be applied for some risky activities and how a work is going to be managed

B. Realistic works schedule and plan: -The work plan should be detailed enough to show the activities and the relationship between different activities, labor required equipment, and cash flow. Besides the activity schedule should be prepared in Microsoft office project or primavera software format and it should show a contingency plan integrating the challenges of project

C. Site visit and site Organization: - A plan or schedule shall be attached how the site is going to be organized and it should clearly show how the site is going to be managed for different activities (material stock piling, production area, site offices, etc). A declaration letter from the public body shall be attached, if not a nil point will be given

D. Safety and Environmental measure: - The bidder should show how the environment is going to be protected from the debris and hazardous left over of the construction. The bidder is expected to submit a method on how the safety of workers and some risky activities is going to be protected.
