Sino-Italian Forum on Environmental Protection

District Heating: solutions towards smart and sustainable cities

Focus on cogeneration, heat storage systems, renewables and smart solutions

Beijing – April 8, 2016

ABSTRACT

In 2013 and 2014, four strategic pillars important for the development of a new cooperation between China and Italy have been identified: energy & environment, agriculture, healthcare and urbanization. In 2015 sector of aviation & aerospace was added. Five “packages” have been connected to the above sectors to identify policy and economic priorities of China that can be satisfied with Italian excellence technologies, services, products and know-how.

Emissions, air quality and environment protection have been identified of primary importance in the Environmental Package, and district heating Italian experience is among the clean technology highlighted as key driver for cooperation. The direct involvement of Italian companies and excellences has been identified essential, since they have all the requirements to be desirable for the Chinese market of the green technologies.

In China district heating accounts for nearly 25% of total building energy consumption ad covers about 55% of total heated areas in China. China has ambitious plans to further develop district heating areas and to refurbish and repower existing heat sources in order to match emission reductions target. In particular China is converting coal boilers into more efficient sources of heat, starting from an higher exploitation of co-generation, the usage of natural gas, waste heat recovery and introduction of renewable sources.

In this field, Italy is making an important contribution and achieving important targets in the energy infrastructures and, in particular, in the district heating sector. Main cities in the North of Italy, where climate conditions are comparable to the ones in Beijing and similar metropolis in China, are reached and covered by district heating networks, with both superheated water and hot water. More than three-quarters of the heat demand are provided by green solutions, such as cogeneration, wasted heat recovery and renewables. North of Italy networks are among the biggest in the Western Europe and make extensive use of the most advanced technologies: cogeneration combined cycle gas turbine plants, waste to energy plants, geothermal heat pumps, thermal solar plants, heat storages, etc. With nearly half a century of history in district heating, Italy has developed a respectable know how in the sector, bringing it to the maximum experts.
