19. Hypothesis - (plural hypotheses) is a proposed explanation for a phenomenon. For a hypothesis to be a scientific 
hypothesis, the scientific method requires that one 
can test it. Scientists generally base scientific hypotheses on previous observations that cannot satisfactorily be 
explained with the available scientific theories. Even though the words "hypothesis" and "theory" are often used 
further research in a process beginning with an educated guess or thought.
 
20. Functional grammar - a linguistic theory first proposed in the 1970s by a Dutch linguist named Simon 
Dik. It was renamed Functional Discourse Grammar in the 1990s, but the theory can go by either name. This theory 
is called functional because it states that all constituents, whether affixes, words, phrases, or sentences, have semantic,

syntactic, and pragmatic functions. Functional grammarians can analyze linguistic utterances as pragmatic, semantic, 
morpho-syntactic, or phonological

Language Universals - are a set of principles which describe systematic patterns in languages - in other 
words they describe what the world's languages have in common. In 1966, in the book Universals of Language, the 
pioneering American linguist Joseph H. Greenburg published a list of 45 language universals regarding syntax and 
inflection. He provided a more detailed investigation of the topic in his four volume Universals of Human Language 
in 1978. 
22. Since Uzbekistan became sovereign one of the main matters was to install sets of rules in the system of 
Education. And it was done by legal issues and decrees as The Law of "Education" issued on July 2, 1992, and the 
Law “About the National Program of Professional Staff Training” on August 29, 1997. Both of them was reconsidered, 
updated and reissued on August 29, 1997. It should be considered that in Uzbekistan the National Language was 
settled on October 21, 1989.

The education system in Uzbekistan considers the following levels: 
-Pre-school education (from 4 to 6 years) 
-Primary-school education (4 years) 
-High-school education (7 years 
-Specialized or oriented education (from 1 to 3 years) 
-Bachelor Degree (4 years of education) 
-Master’s Degree (2 years of education) 
-Ph.D. (Doctor of Philosophy) (3 years) 
-DSC (Doctor of Science) (3 years) 
-Training and retraining courses (continuance) 
24. On March 19, 2019, the President of Uzbekistan announced a program which was named “Five 
Initiatives”. It is important to note that this program involves all level educators.
