It is understood that to partners member of different sub-project, Access Rights to Background shall be granted as stated above but on preferential conditions and only if, without the grant of such Access Rights, carrying out the tasks assigned to the recipient partner would be impossible, significantly delayed, or require significant additional financial or human resources
Access Rights for Use:
Access Rights to Background and to Foreground if needed for Use of a partner痴 own Foreground shall be granted if, without the grant of such Access Rights, the Use of a partner痴 own Foreground would be technically or legally impossible.
-) Among partners in different sub-projects:
Non-exclusive Access Rights to Foreground and Background for Use of a partner's own Foreground shall be granted on fair and reasonable conditions.
-) Among partners of the same sub-project:
Non-exclusive Access Rights to Foreground for Use of a partner's own Foreground shall be granted on preferential conditions.
Non-exclusive Access Rights to Background for Use of a partner's own Foreground shall be granted on fair and reasonable conditions.
Dissemination, Publicity and Press Releases:
The partners shall not issue any press release or similar publicity about the project without the prior approval of the STEERING COMMITTEE, which shall not be unreasonably withheld or delayed longer than two weeks after receipt by the STEERING COMMITTEE.
Without prejudice to any other obligations of the Consortium Agreement, the partners shall be entitled to disseminate and/or publish without prior notice to the other partners the Foreground they generated in the Project.
For the avoidance of doubt, a partner may not publish Foreground or Background of another partner, even if such Foreground or Background is amalgamated with the partner痴 Foreground, without the other partner痴 prior written approval.

5. Consideration of gender aspects
Women constitute more than a half of the European population and the participation in the European labour market and in the European research has increased significantly. Women痴 income is becoming increasingly important to households of all types. Women-owned businesses and women痴 other self-reliant activities are also increasing. A positive trend, even if with a slower slope, is observed in the engineering and scientific world. The reason for this is based in the family and school education where girls are not so stimulated for technical interest, resulting later on in a poor share for female students. As an example in the year 2002/2003 only 5.8 % women finished their mechanical engineering study at the Aachen University of Technology. So there is nearly no chance for the Institute for Combustion Engine at the university to come above this quote. Indeed 5 % of assistants at this institute are women.
On the other hand some Universities like in Cracow (ICSC) are taking care of that in an exemplary way. The head of ICSC is composed of women (Director Prof. M. Witko, Deputy Director Prof. E. Serwicka) and 40% of the research staff and professors are women.
Special initiatives have been established at National as well as at European level to increase the percentage of women in this area, especially at upper positions. Action programmes start at school to encourage women to studies technical disciplines (mechanical, electronic and chemical engineering) and continue to promote young female scientists at universities. In fact, introducing women to the technological field is not a task to be solved at the university level, it should be solved as early as at the junior stage in schools. Therefore FEV with a share of 3.1 % women in the engineering area invites every year classes from schools to give an insight in the engineering work. This is something the partners of InGas could learn from and the Consortium encourages especially the industrial partners to invite female students to give them a chance to see a engineering and scientific working place looks like. Moreover, it is very important for young girls to have someone to look up to. For this purpose the women involved in this project have the responsibility to show the young girls in Europe that this is not only a men痴 subject.
All partners underline the need to increase the participation number of female researchers in the areas especially of interest to this project, i.e. mechanical, electronic and chemical engineering. Attraction of more women to engineering, physics and chemistry is not only highly desirable in view of gender equality but can also contribute to the generally decreasing number of well qualified physicists and engineers. Women will also be encouraged to choose for a career in the technological field by showing them that a profession as a research engineer does not mean focussing entirely on technical skills. Managerial, coordinative and social skills are as important (and maybe even dominant) as today, new technologies are developed by project teams and not by individuals.
Specific actions focusing to the gender balance in the consortium will be discussed during the negotiation phase if the proposal will be retained for acceptance.
