Comparative Analysis of E-Government Portals of Turkey and Pakistan ın Terms of Human Computer Interaction Standards
The impact of e-government at the broadest level is a better government. E-government is more about government than the “e”. It enables better policy outcomes, higher quality of services and greater engagement of citizens. E-government includes the capacity and the willingness of the public sector to deploy Information and Communication Technologies (ICT) for improving knowledge and information in the service of the citizens.
An e-government web portal enables the general public to acquire citizen services easily and quickly. Purpose of such portals is to facilitate general public and bring transparency to governance. Sometimes these applications become unusable unless implemented correctly. Set of rules, guidelines and standards exists, known as Human Computer Interaction (HCI) standards. The usability and accessibility if these applications can be assured to some degree by rigorously incorporating HCI standards and guidelines.
This dissertation analyse the e-government portals with respect to HCI standards. Turkish and Pakistani e-government web portals’ implementations are analysed to find weather they comply with the HCI standards for interface design. HCI standards and guidelines generally consist of usability and accessibility of the user interface. Therefore main focus of the study is on usability and accessibility of e–government portals.
This research was carried out in three phases. In the first phase, Unicorn- W3C’s Unified Validator was used to test general conformance of selected web portals. In second phase, an online System Usability Scale (SUS), questionnaire was used to collect data from general and professional users from both countries. The collected data was analysed with SPSS 18, descriptive statistics such as mean, standard deviation were calculated. In the third phase Web Accessibility Evaluation Tool (WAVE) was used to evaluate accessibility of selected web portals. Moreover opinion of two professional, with extensive experience in web technologies, one from each country was included in this dissertation.
Carefully analysing the results from all three phases and reading the professionals opinions, concluded that only one web portal, the e-Government Portal of the Republic of Turkey www.turkye.gov.tr standout among all other top ranked web portals from both countries.
