Geliştirilmiş Seyir Konsepti (E-Seyir) ve Türk Denizcilik Sektöründeki Uygulamaları Geliştirilmiş seyir konsepti, elektronik entegrasyon ile deniz kazalarında büyük bir paya sahip olan insan faktörünü minimize etmeyi amaçlayan bir sistemdir.
Bu tezin genel kısımlar bölümünde geliştirilmiş seyir konsepti ve alt bileşenleri geçmişinden geleceğine kadar tüm dünya ve Türkiye’deki uygulamaları temelinde incelenmiştir. Böylece, tarafımızca Türkiye’nin bu konsept çerçevesinde yaptıkları ve yapması gerekenlerin ortaya çıkarılması amaçlanmıştır.
Çalışmanın bulgular bölümünde Dünyadaki örnek projeler göz önünde bulundurularak, Türkiye karasuları ve Türk Boğazları’nda seyir güvenliğinin artırılması, deniz çevresinin korunması ve kazaların büyük kısmına neden olan insan faktörünün minimize edilebilmesi için Delphi tekniği ile bir model önerisi oluşturulmuştur.
Sonuç bölümünde tespit edilen sorunlar ve çözüm önerilerine yer verilmiştir.
Enhanced navigation (E-Nav) concept is a system which aims to minimize the human interference, has key role for marine accidents, by means of electronical integration.
In the common parts, enhanced navigation concept and its components has been analysed based upon applications in the world and Turkey until from the past to the present. Therefore, author is to aim to reveal what did Turkey do and what should Turkey do.
In the part of inventions of the study a model suggestion, based upon worldwide reference projects, has been constituted to increase navigation safety in the Turkish territorial waters and Turkish Straits, marine environmental protection and minimize human factor which cause many of the marine accident by the using Delphi Technics.
In the last chapter, an overall analyses has been made and some solutions have been assested dealing with the mentioned problems.
