It was agreed to allow the number of DPB picture buffers to increase as the picture size decreases within a level – in some fashion, but not as flexibly as in AVC.
Suggestion in spirit of J0210 and J0199 and J0283:

Suggestion in spirit of J0496:

3/4 picture size – 4/3 the number of buffers
