7 The Single Transferable Vote System
The single transferable vote system (STV), used for the first time in the 2007 local government elections in Scotland, works as follows. In a ward with three seats and five candidates, for example, voters number the candidates in order of preference. They put 1 next to their first choice candidate, 2 next to their second choice candidate and so on, up to fifth choice. Voters can choose up to five candidates, but, if they so wish, they may choose to vote for one, two, three or four candidates. The minimum number of votes needed to be elected is called the quota. The basic quota formula is:
Valid Votes Cast + 1 = Quota
Seats Available + 1
In this instance, if 5,000 people voted, the quota is:
5000 + 1 = 1,251
3 + 1
At the first count the result is as follows: Smith 1,600, Jones, 1,100, Brown 800, MacDonald 650 and Morgan 850. Smith has more votes than he needed to be elected. These extra votes are called the surplus; and they are redistributed to the second preferences on all of his ballot papers. After the second count Jones has 1,298, Brown 930, MacDonald 650 and Morgan 871. Therefore Jones is now elected and his surplus is transferred to the next preference candidate on his ballot papers. After the third count MacDonald has 650, Morgan 884 and Brown 964. MacDonald with the least votes, as none have the quota, is then excluded and his votes are then transferred. After the fourth count Brown is elected and Morgan still has 884. Therefore three of the five candidates - Smith, Jones and Brown - are elected.
For mayoral elections, the single transferable vote would work similarly, providing an absolute majority (50 per cent + 1 of all valid votes cast) for the winning candidate. Since there are usually a number of candidates contesting these elections, it is likely that voters’ second and even third preferences will have to be allocated before the winning candidate attains the quota. Although there is only one vacancy to be filled, voters will cast their votes in exactly the same way as with STV for multi-member ward or constituency elections, listing candidates in order of preference. If there were 50,000 valid votes cast, the quota for the one vacancy would be 25,001, calculated as follows:
Quota = Valid Votes Cast (50,000) +1 = 25,001
Seats Available (1) +1
Thus in England and Wales, as in Scotland, STV could be used to elect all councillors. Nine local authorities in New Zealand[a], also use STV to elect both councillors and mayors.
